Computer Hardware trouble?

Hi,I did the following:

So yesterday i posted the Question “Computer Hardware Issues” and gave a description of my problem, But i would like some more opinions on the matter…
The Computer has gotten slower, even with a fresh install of windows 7. What Scared me is when it just cut off yesterday when i was playing the sims 3.
So, When i ordered the parts roughly june of 2009 (correction other post said 2008) The Motherboard, an ECS G31T-M was DOA and Sent back. Also the Case i bought arrived broken in peices and had to get a replacement for that too.
Which brings me to the issues now that you know the history.
When i pushed the power button, the computer (used to but does do it sometimes) Turn on for about 3 seconds then shuts off, then push the button once more and shuts off again – i usually just kept hitting the power button until it started for good ( When i see the OS is starting ). Due to the first problem i had with the case i just figured it might be the power switch on the case and left it at that.
Now it also cuts off, its rare but it happens, and i cant have this my school classes are starting soon and my mac isn’t good for web designing (need cs5, but emac only runs cs3/2)
BTW: I checked to see if its an overheating issue, and it is not – i felt the heatsink and it was cool.
On that note it left alot of people saying that it sounds to be a PSU Problem, but can’t hardware failure i.e. A motherboard cause the computer to just cut out?
So yesterday i reseated the ram and turned the pc on, Nothing- This morning i put the ram back into slot 2 and bam its working, but what about the cutting of the power and the turning on issues?
Lastly i noticed performance dropped significantly – This is a Pentium Dual Core E5200. When the screen saver activates, if i am to wiggle the mouse then the computer will slow down to the point of being useless, and so i flashed the bios and reinstalled Windows 7 64 Bit. From there everything was smooth and calm until it slowed down ( my DIGITAL music was studdering! ) it really scares me… THIS IS SUPPOSED TO BE A DUAL CORE??? It never did that before! mind you that i had this computer for a year this june, so now a year and 2 months, and its just started doing this?
I know its not a virus, fresh install of windows 7, I believe it to be the Motherboard Bottlenecking or something?
What could this be? Thanks i greatly appreciate the feed back!

One 2gb Kensington Ram Stick
585 Watt PSU
Also, it was running fine about two months ago – and its been off for about a month due to the fact that i had to keep sending back faulty Hard Drives until i got one that didn’t have any issues.
- Both Mobo and CPU are 64 Bit Capable – So it can’t be the OS and like i said it is a fresh install.

It is not your motherboard bottlenecking, unless you are right and it is damaged. If your computer is not turning on at first and running slowly sometimes when it is in, it may be a damaged CPU.
When you first power on your computer, it does a POST test, if it fails, it will not show anything on the monitor and if you have an internal speaker (useful when troubleshooting), it will play a POST code which will tell you the error. In your case, your computer will not pass the POST if there is a problem with the cpu.
A problem with the cpu could also explain your recent drop in performance. If you have a friend with a processor of the same slot type, test it out. You may also want to check your heat sink and thermal paste to see if any of those factors can cause a cpu burn out.
Dual Core is kinda old now anyways. Windows 7 is more demanding than XP, it is recommended that you have at least 4GB of RAM (2 is minimum) when running it. You may want to make sure that your system satisfies the recommended specs.

Shutting off and being slow could all stem from a power issue. I am not confident in this decision but its worth thinking of. Have you had any power surges or blackouts? although it runs fine sometimes, it could be as small as a diode or capacitor on the mainboard or power supply. Have you tried swapping the power supply? How many sticks of memory do you have? if more then 1, then place only 1 in the slot nearest your processor and see if it has problems, if so try the next stick in that slot and so on until you try them all.
you can also check your memory registered in BIOS. If you have 4 gigs, but BIOS is only showing 2 then something is wrong with memory.
Run Check Disk, probably wont do anything, but its something to try. This only checks your HDD.
Again, I have no proof any of this will help, but it wont hurt. I would try atleast a new power supply from a store so you can take it back if it dont work.
