You can be a Template Designer or you can be at any other designation in regards with HTML and the website design but if you groom your skills more you might be able to go on top!!

Here is what I would do: offer your services as a freelance/contractor web designer. Start by building small and simple sites that give you enough experience to move to bigger and better sites. You could eventually become a webmaster with enough experience. For web design, experience usually trumps education. The good thing about freelance is that you can work on your own terms. i.e – still have another job, while building pages on the side.
Are you about to start your education?
If so, buddy up with the lab personel at the college you attend. You wouldn’t believe the number of businesses that call up colleges looking for students to build websites. The pay will suck at first; but, it is a start.

Hello,
I have a similar education and this is what I did. I started learning HTML, css and javascript as I was a part time web developer. After learning that I dabbled in perl and cgi and I finally got a full time job as a beginning web developer. Schools will hire people as junior web developers. With any luck they will train you in php, asp, or cfmx and you will get good at web development and also learn sql or oracle or mysql and then you will be making some good money and have good skills too.
NOTE: ONLY DO THIS IF YOU LIKE IT or you will get burned out and you will hate your job.
